In just the first five months of 2025, construction added 149,233 new formal jobs in Brazil, according to the Brazilian Construction Industry Chamber (CBIC), based on official labor data. The growth showed up almost everywhere: of every state in the country, only Acre closed the period without a positive jobs balance in the sector.
What matters most to whoever runs a construction company is how that growth spread. São Paulo, Belo Horizonte, and Salvador led job creation, but much smaller cities showed up near the top too — Itapema, a coastal town in Santa Catarina, ranked among the eleven that generated the most construction jobs in that period. In plain terms: the industry isn't just growing, it's spreading further from the big centers.
Every new jobsite is an address with zero IT infrastructure on day one. While HR is hiring and finance is closing the job's budget, almost nobody asks how that site is going to get data back to headquarters. That gap is exactly what decides whether billing goes out on time or a supplier's payment gets delayed.
When the jobsite opens and the network doesn't come along
The head office has wired internet, a management system, a file server. A new jobsite usually has none of that on day one — and sometimes not for months. The site foreman logs labor hours in a notebook, someone types it into the system whenever they visit the site or the notebook makes it back to the office, and in that gap the billing measurement can come out wrong.
Cell signal is often the only connection available on these jobsites, and it isn't guaranteed. Brazil's telecom regulator, Anatel, still has open targets to bring 4G or better to 7,430 localities and cover 2,349 highway stretches — over 35,000 kilometers — with deadlines only for 2028 and 2029, plus 1,700 localities that aren't even municipal seats, with a 2030 target for 5G. In other words: across much of the country, reliable coverage outside urban centers is still being built by the telecom industry itself.
In that setting, the engineer in charge approves a project change over a personal phone, in a call or a photo sent through a messaging app. The decision exists, but it never gets logged anywhere in the company's system. If the phone changes hands, if the message gets buried among a hundred others, or if the engineer leaves the site before passing everything on, the information disappears with them.
The same goes for the equipment that travels: the laptop that goes back and forth between headquarters and the site, with no copy of what was produced on it. A stolen vehicle, a power surge, or simply a drive that fails wipes out days of billing spreadsheets — and nobody notices until that file is needed.
The usual fix: only sync once someone gets back to the office
The most common workaround today is operational, not technical: waiting. Waiting for the foreman to bring the notebook on the next trip to headquarters. Waiting for the engineer to get back and type into the system what they decided in the field. Waiting for someone to "figure out" internet access — which usually means a personal SIM card, bought by the site supervisor, with no data plan and no support from anyone.
That workaround holds up until it doesn't, and when it fails, it's expensive: a billing measurement that comes out a month late delays invoicing for that phase of the job, and the client doesn't pay for work that was never logged in the system.
Worth noting: this isn't only a jobsite problem. According to the TIC Empresas 2024 survey from Cetic.br, among mid-size Brazilian companies, paid cloud processing usage went from 29% in 2019 to 46% in 2024 — nearly doubling, but still under half. If cloud adoption remains incomplete even inside a fixed office, with wired internet and a computer running all day, it's no surprise that a temporary jobsite, with neither of those two things, falls even further behind.
What Has to Be in Place
A construction company that regularly opens jobsites away from headquarters can't treat site connectivity as a detail to sort out later. A few concrete mechanisms change that picture.
A connectivity plan defined before the site opens. A corporate SIM with a dedicated data plan for anyone who needs to reach the company system in the field, and a radio or satellite link as a backup for when cell signal simply doesn't reach — decided during job planning, not discovered after the first lost billing entry.
Secure remote access to the head office system. A protected connection that lets the engineer and the foreman use the same system as the office from anywhere, with a personal login and a second confirmation step beyond the password — so access stays limited to the right person, even coming from outside the company network.
Digital logging and measurement, straight from the jobsite. An app or a cloud spreadsheet that receives the data as soon as it's entered in the field, instead of depending on someone carrying paper back to headquarters days later.
An inventory of what travels between sites. Laptop, tablet, router — each piece of equipment identified, with automatic backup of what's produced on it, so a theft, a drop, or a failure doesn't wipe out weeks of work.
One person responsible for each jobsite's internet. Instead of leaving the site supervisor to sort it out alone with the local carrier, someone tracks the signal, switches providers when it fails, and keeps the site from going days without any connection at all.

This kind of gain becomes obvious when a jobsite goes dark for a while — no signal, no network, nobody tracking it — and headquarters only finds out there's a problem when the client calls asking about a late measurement.
A Checklist for the Next Jobsite the Company Opens
Before locking in the schedule for the next work front, it's worth reviewing a few points with the same attention given to the physical site.
- Is there a connectivity plan for this specific jobsite, or will we find out the hard way in week one? Deciding this alongside job planning keeps logging from starting late.
- Who on-site has secure access to the head office system, and how is that access reviewed when the team changes? A jobsite that wraps up should have its access closed along with it.
- Does the logged data reach the system the same day, or does it depend on someone carrying paper? Every day of delay here is another day until the invoice goes out.
- If the jobsite laptop got stolen from a car tomorrow, what would go with it? If the answer includes "this month's billing spreadsheet," there's no backup.
- Who's responsible for fixing the internet when it drops at a site three hours from headquarters? If the answer is "the site supervisor handles it," that jobsite is on its own.
