According to Brasscom's most recent study of the technology labor market, Brazil needed 665,000 tech professionals between 2019 and 2024, but only 464,000 were trained in the same period — a 30.2% gap between what the market asks for and who comes out ready to work. This isn't one company's bad luck finding a candidate. It's a structural bottleneck, measured year after year.

The problem bites harder here than the global average. The 2025 Talent Shortage survey from ManpowerGroup polled more than 40,000 employers across 42 countries and found 81% of Brazilian companies struggling to find people with the skills they need, against a 74% global average. Within Brazil, IT and data is the hardest area to fill, named by 39% of employers surveyed.

For whoever approves the budget, that changes the question. It isn't "how much does hiring one more technician cost" — it's "what does this hire actually promise to fix, and can it do that alone". One person covers one schedule. A company's operation doesn't clock out at 6pm or go on vacation with them.

How big the shortage really is

The shortage is neither new nor unforeseen: a Brasscom study published back in 2021 already projected demand for 797,000 tech professionals through 2025 and warned the country would not train enough people to meet it. Five years on, the measurement of the closed period confirmed the warning — the gap between what the market asked for and who actually graduated did not shrink.

Robert Half's 2026 Salary Guide shows the other side of the same shortage: 44% of Brazilian companies plan to expand their technology teams this year, but run into a lack of people in cloud, data, networking and development — exactly the areas that keep any company running day to day, not just businesses that sell technology as a product.

That drives up cost and delay for companies outside the tech sector. That same 2021 study already put information technology sector salaries at 2.5 times the Brazilian national average — a tech professional has somewhere else to go, and it doesn't have to be a tech company. A manufacturer, a clinic or an accounting firm compete for the same scarce professional as a large software company, with an IT budget that is usually a fraction of it.

The shortage isn't even across IT itself. The 2026 Salary Guide names cloud, data science, network administration and development as the four hardest areas to fill — four different subjects that rarely fit inside one hire. A company that needs all four at once, but can only open one position, is already choosing what stays uncovered.

Faced with the gap, the most common move is to solve it with a hire: one more opening, or the one technician the company already has taking on yet another front. It makes sense on paper — it looks like the only thing missing is people. The problem is that person covers one shift, takes vacation, gets sick, and, in most cases, is genuinely strong in one subject: networking, or servers, or user support, rarely all three.

It's a scene that repeats in small and mid-sized companies: the only technician in the house goes on vacation, and nobody else knows the server password. When that person leaves the company — and in a market this scarce, they will be recruited — they take the whole environment with them: which server does what, what's already been tried when something breaks, where each password lives.

Hiring a second technician helps cover the schedule, but doesn't solve the specialty problem. Networking, backup, security and user support call for different knowledge, which rarely fits in one head — and every open position competes for the same scarce professional every other company is also chasing. A company stacking chair on chair is trying to build, one person at a time, a structure that only works with shift coverage, scheduling and documentation — something one or two isolated hires don't deliver.

The real issue isn't headcount. It's four things a single hire rarely solves together: coverage (someone available when the usual person isn't), specialty (more than one subject mastered), continuity through vacation and leave (without the operation stopping), and documented knowledge (without depending on one person's memory). A company might get lucky and hire someone who covers one shift well. It's rare for the same hire to solve all four at once.

What has to be in place

An IT setup that carries the day-to-day operation rests on mechanisms, not on one specific person.

Coverage that doesn't depend on one person. More than one person knows how to run each critical part of the environment, so an empty shift, a medical leave or a departure doesn't leave a ticket unanswered.

More than one specialty on hand. Networking, servers, security and user support handled by someone who is genuinely strong in each subject — not by whoever "also dabbles in that" on the side.

A documented environment, not one kept in someone's head. Passwords, network layout, ticket history and what's already been tried are logged and available to whoever needs them, not only to whoever has been at the company the longest.

What got fixed, written down, not just remembered. The same problem doesn't get solved from scratch every time it shows up — it turns into a preventive action.

Someone who answers for the whole, not just one desk. Instead of one vendor for the network, another for backup, another for antivirus, and nobody tying the pieces together when one affects another.

The gain from not depending on a single person is, above all, operational. Vacation, sick leave or a resignation stop being a risk that the operation grinds to a halt, because coverage was never tied to one person. The team keeps working, and tickets keep getting answered, even when whoever usually handles that isn't there.

It's also a gain for decision-making. With the environment documented and ticket history logged, whoever decides the next IT investment — replacing a server, buying more cloud capacity, reviewing security — starts from a real picture of the operation, not from the memory of whoever happens to still be at the company.

And it's a gain in predictability: the monthly cost is defined up front, with an estimate before any purchase of hardware, software or a project, instead of finding out how big the problem is only once it has already stopped the company.

There's also a gain that rarely makes it into the math: leadership's own time. When IT depends on one person, it's the owner or director who ends up mediating the priority queue, chasing deadlines and deciding what waits. With coverage by specialty and logged tickets, that mediation leaves the leadership's desk and goes back to being IT's job — not crisis management.

Questions to answer before the next hire

Before opening one more IT position, it's worth answering these questions with whoever runs the operation today:

  1. How many specialties does the IT operation actually need? Networking, servers, security, user support — if the answer is "more than one," a single hire is unlikely to cover them all.
  2. What happens when that person goes on vacation, gets sick or resigns? If the answer is "the company is stuck," the problem isn't a lack of people — it's a lack of structure.
  3. Where is what that person knows about the environment written down? If the answer is "only in their head," the company depends on that one person staying put to keep operating.
  4. Does the company want to hand over IT entirely, or reinforce the team it already has? Outsourcing isn't firing anyone: you can bring in a managed IT services provider (MSP) to run everything, or reinforce the existing internal team with what's missing — more specialty, monitoring or support during peaks.
  5. Is someone watching the network before it fails, or only after? Coverage that only shows up after the outage turns into firefighting; coverage that's tracked prevents most of it.
